"General He Yingqin was awarded the Order of National Glory by the Republic of China, the highest military decoration in the ROC. The order was awarded on March 11th, 1997, to recognize exceptional merit in safeguarding the nation and resisting foreign aggression. He was recognized for his monumental role as the Chief of Staff of the Nationalist Army and a primary architect of China's military strategy during the Second Sino-Japanese War. Notably, it was General He who officially accepted the Japanese Instrument of Surrender in Nanjing on September 9, 1945, on behalf of Chiang Kai-shek.
