A WWII Nazi chemical is released in the city and its vile effects are mutating the populace into blood thirsty mutated monsters. This is splatter punks wet dream with all sorts of gory kills and that's about all it good for. Couldn't find a video online to link too but it can be found on some of the online movie houses so check there.
